Engine will not run 200 1990

I agree with Rhaire:
check that the timing belt isn't broken- look inside oil cap while engine turns over, or observe distributor rotor with cap off. If bad, replace, if good:
replace fuel pump relay (or re-solder, if you're good with a soldering iron)
check the 25A fuse under the hood, with red wires, behind the battery ($3 from Volvo dealer if needed) fuseholder might be crusty.
Check inside the right interior kick panel under the dash: do you have a pink-sticker -561 engine computer? That's the last 3 digits on the Bosch number. If it's a -561 and there's no "REMAN" sticker on it, I would suspect it of having failed. The failure is that it does not provide a ground connection to the main fuel pump, so it never runs.

If spark is strong and blue-white, then it's not going to be the rpm sensor/crank sensor and it's not going to be the ignition computer or power stage.
