idle problem 200

Hi All, I have a 85 240ti and when I try to setthe idle(ground the blue/white wire) ajust set screw to 850 rpms then pull ground off the idle starts to go up to 1000 rpms and stays there.What could be the problem? Throtle switch is set right and checked air control valve it's o.k.Any idea's? Thanks,Charlie
