Adjusting Base Idle- Jumper Wire??? 200 1986

I have recently cleaned out my throttle body, and now and looking to reset the base idle.

LH Jetronic 2.2

It says to ground the the blue/white connector ( I know what they are talkign about) with a jumper wire. What is a jumper wire? Where can I find one? Can I make my own? I need to ground this connector, then hook up tach, adjust with screw on TB, and then unground connector correct??
