No start - code 232 213 131 700 1990

131 is, as you probably know, RPM signal missing from ignition control module at start. You've replaced the crank sensor a/k/a speed sensor which sends the signal. If you can hear the fuel pump humming, but the tach doesn't move, the problem is most likely the power stage, if you can't hear anything running, check for spark and fuel. Unfortunately, if this is an LH car (Regina doesn't have air mass meter), you have one of the nefarious years equipped with the oh-yee-evil fuel computer. Try completing the circuit by grounding the computer through the fuel pump relay behind the ash tray.
