91 940 Turbo High Idle Problem 900

Hey guys, long time no see! I finally got my 940 running strong after almost 3 years. It turns out the head casting was the problem and it runs great with a new head and some other parts. However, it has a bad idle problem. After a hard run through first and second, it idles at 1500 rpm. if you restart the car it idles normal (750). I have checked the following...

TPS adjustment, contacts, etc. idle adjusts correctly when A/C and fan come on

Air leaks... ahh!!!! do you know how long it takes to check for any possible air leak?? ahh!!!

idle air control valve...i have put a new one in...nothing.

fault codes... 3-1-1 for the speedometer (cause its broken =) no other codes!

the car has plenty of power and runs great aside from this.
i also notice a slight, low pitched air/wind noise under boost, like it is leaking somewhere. everyone says that noise comes from the CBV gasket (i am running an older garrret setup) but i have a new gasket in there, and like i said, i checked every air leak with a torch, new lines, water, my mouth (dont ask =) and nothing =/

i want to make it to the big T bricks meet in alabama so i need your help guys. Thanks!!!!
