Fuel Filter Causing Hard Start & Rough Idle?? 700 1989

My '89 765T (B230FT) has been giving me fits! My previous posts and tremendous responses from y'all have helped me narrow the culprit down to a fuel problem. As I don't wish to do the "wallet diagnosis" by replacing parts, when I start the car, I get a black liquid coming from the tailpipe, with the consistency of water.

Could my problem be the fuel filter? Any other possibilities? Thanks for your thoughts.....
