Idle changes 444-544

What would cause the idle to change from as low as 800 to as high as 1500 rpm's? I just installed new jets, as I was told these were the problem but maybe not. The same problem was there before the new jets.
New throttle body bushings, new needles and now new jets. I can get it to idle around 800 rpm's when adjusting them but then during a test drive, and it ran well, the idle goes up to around 1500 rpm's.
As always, any help is really appreciated.
