High A/C low-side pressure 700 1992

I have a '92 740 wagon that I bought last fall, and so this is the first time I've had a chance to really test the air conditioning. It has the 134a conversion--done by a Volvo dealer, but it does not work. The compressor won't turn on.

I realize there can be many reasons for this, but I was hoping that the refrigerant charge was just low so I bought a pressure gauge and refill kit.

When I tested the low-side pressure (ambient temp. 78F, engine at idle, A/C on but compressor NOT running), it showed up as 100 psi. This seems WAY too high. How do I interpret that?

Do I bleed off a bunch of refrigerant? Or is that seemingly high pressure actually normal, as the pressure through the system equalizes because the compressor is not running?

I have no experience with A/C work, and would appreciate some perspective.
