Inner tie rod end? 900 1993

Does this sound like a bad inner tie rod end?

With the driver's side wheel raised, passenger side wheel on the ground, steering wheel locked, I tugged on the DS tire at 9 and 3 o'clock positions. Very little play, but with each tug, I got a "click" that seemed to be coming from the tie rod dust boot. No click when I did the same test on the passenger side.

The outer tie rod end ball joint appears to be good shape; IIRC it's a Koyo steering rack.
