If you can "bite the bullet"...

Many states did not have title laws in the '60's. There are firms that utilize this fact for the purpose of titling older cars that are without paperwork. Last time I looked, this cost about $200. Do some digging online and you ought to find several firms that do this.

You now know that sending anything (virtually) irreplaceable via mail is a bad idea. Just out of curiosity, why did you mail it at all? Why not just visit the DMV, paperwork in hand?
