Volvo Problem! 200 1976

I got a 242DL -76 with the b21 engine.

I got trouble, the engine wont start, i hear a click from the solenoid but the engine just turns 1/8 of a turn or less, sometimes not att all even when i use starter cables from another car. I also measured the resistace between the battery connections w/o the battery connected, and i only got 1.7Ohms there, this must be wrong.

The car didn't start when i tried to tow it either.

What might it be? The Starter engine? Solenoid? Something else?
