HELP!!!! NO TURN SIGNALS 200 1986

What if the turnsignals work sporadically, and also the emergency lights don't work just the same as the turn signals. I tried spinning the 13 fuse. Sometimes when I turn the wheel the lights will come on. Also when I just put in the key and turn it, they will work for about 5 seconds. The brights will come on still. Everything else works. What could this be? This is something I just noticed.
