What to do depends on how helpful your DMV is and what your local laws are like. Here in Nevada (and California too) it boils down to a request at the local DMV for the "current owner" then you either get the address or give DMV a letter and a fee and a certified letter goes out to the last owner. When it comes back unclaimed you just fill out a few affadavits and get a title. (Quiet title). I have also used the re-titling services and they work OK but are much more expensive than the registered letter process!
