240 automatic overdrive not kicking in 200

The overdrive on my 1993 240 wagon (automatic, 130K) is not engaging. The relay closes as it is supposed to when the car starts, and the switch on the gear shift opens and closes the relay, but the transmission does not shift into overdrive at speed.

I have also tried a second relay which does not change the behavior.

I have done a visual inspection of the solenoid, but have not checked the wire to it yet. Is this the next step? Is there a way to test the solenoid on the car?

Advice would be appreciated!
