ECU Woes?? 700 1990

Well, I have narrowed my no-start-when-warm problem down to a missing negitive pulse signal from the ecu. Interestingly, though, the car runs fine once it's started, and I am not sure if it's the ecu at fault or if there may be a snag somewhere else that is not providing the ecu with the correct starting info! I've checked all the sensors(Twice!) and they all seem to be funtioning fine. The ecu I have now is a rebuild (new hybrid fuel control board),that the company insists was checked out before they sent it to me so I'd like to think it's OK. Could there be something else?
