powder-coating wheels? 120-130

1) Definitely a good way to go. I did a set for another project a few years back and they look like new still (except where the tire weights have scraped off the finish). Clear coating the freshly blasted wheels looks good too but it is hard to get a decent finish that will last.
2) You can do it but it is a major pain. some states require a fee to dispose of old tires (supposedly to encourage recycling, hah!) In Nevada a mount/remount with disposal and balance is $7.50 to $12.50 depending on wether or not they want repeat business!
