Fuel Flow and it wont start 200 1977

I just bought a 1977 245 that the seller said needed a fuel pump
I've eliminated the fuel pump as a possible problem by checking the relays, jumping the connections at the relay and also by disconnecting the air flow sensor wire with the ignition on.
The pump works great. I also replaced the fuel filter

However there is no fuel flowing back to the tank.

I'm still checking all the components but I was hoping that someone has already had this problem.

Any advice would help
