Transmission woes 700 1992

92 740 Turbo wagon. Auto transmission won't shift into 3rd. gear. I was able to shift it manually and got it to go into 3rd. but once it needed to shift down it would not come back up to 3rd? I do not mean into OD. The OD light/arrow is not lit. Does this tranny shift up via vacume or electric module? If electric where is the relay? Any help/suggestions would be appreciated.
