240 wagon electrical/trunk lock prob 200 1983

1)The license plate lights on my '83 240 wagon don't work. bulbs appear ok, so obviously there a wiring problem. the mechanic wants $300 to rewire! ouch. Is it possible go to the local auto store, buy some sort of lighting rig and after attaching it to the car splice the wires onto another set of wires to avoid a complete re-wiring job?

2) the lock on the rear cargo door does not work. probs right after the electrical switch to it pooped out. won't latch and when press the depresser on outside by lock unit nothing happens. suggestions? Is it something I can do myself? Just gotta get the beast past state vehicle inspection.
