wipers come on with ignition, won't turn off 700

I go out to the car, turn the key, and the windshield wipers start. Moving the control stalk has no effect. They won't stop as long as the key is on. I then found that turning on the headlights and flipping to and from high beams twice, not once, stopped the wipers. Then they worked normally. Next time I started up, same routine. What kind of electrical gremlins do I have? Tried the FAQ. Seems I saw a post about this?
