Slight surging at speed 200

I had a brake light switch fail on a 1991 earlier this year. Replaced it, all was well. If there's power at the switch but not getting to the lights, the "bulb out" relay could have a bad solder joint in it- this is a big red round cylinder under the left front of the dashboard.

The brake switch is mounted on a bracket over the top of the brake pedal, and it's a royal pain to get at. Best bet is remove the instrument cluster and reach way down there. You can get at the back side of it here and see the 2 wires. On a stickshift car it's all but impossible to remove, in my opinion.
