One of these wheels is not like the others...... 200 1990

Ok, so I had my car up on stands recently to change the oil and do some other stuff and I ran into an interesting problem. After jacking the car up and putting the stands in, I noticed that the driver’s side front tire was not completely off the ground. Ok, so not a big deal, I must have unevenly jacked the car..... Oh but wait it was level according to my trusty 3' level. The other 3 wheels were off the ground by maybe 1/8" to 1/4" where as the LF wheel although not having a lot of weight on it, was solid enough so that I couldn't turn it by hand. Any ideas on why or what the fix is?
