260hp B23? 200

According to this page on Volvo's R-Sport division, if one were to put in Steffansson Automotive's R-Sport 16V heads, "With this head [the] B23 drilled to 2,5 litre can produce around 260 HP."

Now, I know I'm missing something. I don't see any way that a B230F can have that high an output. Perhaps with a serious turbo added, all kinds of tweaks, as well as the bored-out heads, it could get somewhere in the 260hp range, but I don't see how a stock NA B230F with the new heads could get any more of a boost than 20 or 30hp.

So, what is the assumption that goes along with installing these drilled heads? Is a turbo or Turbo+ kit expected? Or, is there a typo on the page in its discussion of the B21/23/230 engine family?

As a sidenote, I don't see anything about R-Sport cylinder heads on the S.A.M. product page.
