Clock Spring 700 1992

Hi all,

My horn stopped working the other day and I could not find the problem. i check everthing: fuse, wires and the horn itself. So i took the car to my volvo tech and he indictaed to me that i need a new clock spring. The SRS light is not on, however he states it gone and that this is the source of my problem. I also need a new inspection sticker and no sticker without a horn. He quoted me $350 for parts and labor. He also stated that you can only get the part from volvo.

Is this a simply job to do and is his estimate correct. Can i go to a junk yard? How about a used one?? Where is the clock spring located in the steering colum? Don't know what to do!!!
