Service light won't give up 700 1989

Is there any reason the the service light should come on every 300 to 400 miles? At first I thought I was seeing things, but then I started recording when the Service light came on. I don't believe that this is a new problem because the PO had removed the rubber plug and left it in the recess above the ash tray.

Isn't this light controlled by a counter that is driven from the odometer? The speedometer and odometer are working fine.
