headlights will not go off 700 1989

We could use a little more info. When you say the car will not start now, is it becuse you left the lights on for hours and ran down the battery, or just an additional descriptor.

One quick guess, if the battery is still charged: There may be a problem with the ignition switch electrical contacts. Do other accessory items work in the present state? i.e. Radio, electric windows, brake lights, wipers, blinkers . . . . . . .
If it turns out to be a problem with the ignition switch, the electrical section is replaceable without changing the lock.
