I just fixed a similar problem on my 83. The problem is in the motor itself. There is a cover you can take off (2 phillips screws) and you will see a gear. The wires coming into a connector on the assembly. On the other side of the connector are 3 small metal "fingers" that fit onto a wheel thing above that big gear. Clean them up and that should fix the problem with them not turning off.

The grinding noise means the thing needs cleaning and relubing. I know my description of it all is horrible, but go to this site: http://www.homestead.com/volvo2/240wiper.html He has is all outlined very nice. It is actually not a very hard fix. To be honest, I did not need to remove the motor assembly from the car and I could work with it just fine like that.
