AC conversion help 700

I need to do a retrofit kit to 134 for my 91 740 ac system. I have read all the guides and I understand how I will install the kit. But I have a few questions:

1. How do I drain and completely remove the old freon? Can this only be legally done by an AC technician?

2. Can I use the old pipes with the new 134 freon?

3. I don't have any ac tools, is it reccomended to just get the new system filled up by the ac tech?

Thanks, any help will be great. I don't have a compressor or vacuum.
