Burnt Wiring!! 700 1985

Greetings,
I have recently purchased a 740 GLE sedan,and after approx 2000kms I noticed smoke coming from radio area. Upon inspection I found some melted wiring and a burnt relay.The relay was fitted to a board with other relays and wiring .
The No.on the underside of relay is "232604" the unit being green in colour.
This is my first Volvo and I`m in need of assistance...What is this relay and what could cause it to fuse?I did find on closer inspection that the two wires running to the radiator sensor had been taped together and the thermo fan was running at all times (ign. on)and these wires had earthed and also burnt! Please Help!
