Conundrum? What's wrong when i start my 1990 240? 200

i have a problem starting my 1990 volvo 240. About 50% of the time it starts fine...no problems at all...the other 50% it takes about 5-10 seconds to kick-in after turning over and sometimes i have to turn the key twice because it the engine tries to kick in but ends up making this "clunk" sound...and, i really have to keep the key cranked as far to the right as possible for it to kick in...
i've taken it to two different independent volvo mechanics and neither seem to know the cause...it seems like some sort of electrical problem - one of the mechanics mentioned something about "losing spark" but the plugs are fine...it also seems to get worse when wet outside...
another mechanic mentioned the "ignition switch" as a possibility...

any ideas?
