Door panel on 780 700

My driver's side door panel was loose at the top where it joins the window. The 1988 Bertone needs a lot of love. It looks like a piece of wood had been stapled to the vinyl, the wood carries the rubber strip which touches the window. Is this really how the panel is attached? It doesn't seem very sturdy. Someone had used duct tape over the metal railing to help seat the metal clips and hold the rubber to the window. How is it supposed to be attached? I don't want the rubber strip to be loose or the door panel either.

Any suggestions? The duct tape was dried out - it should bake easily in the hot sun.
