Going to look at an 83' 244 Turbo. 200

I found an 83 Turbo 244 in the paper for $250.00 It has about 120,000 miles on it. I plan on looking at it today. The guy said the (Original Virgo) Wheels are in Excellent condition. It is black with the tan Leather Interior. He said the Driver's Seat is worn, otherwise, inside looks nice. When he first bought it, he replaced the Turbo (I don't know exactly what parts) but he also said the car has not been started in 3 years. Said he got plenty of spark, just no fuel and could not figure the problem. He also said the "kid" before him had no idea what he was diong and messed around with the fuse panel. (That worries me.) I thought it might be kinda fun to have a "project car". Just to work on and not have to worry if I screw it up or not (not my primary means of transportation). Any thoughts would be GREATLY appreciated. Or, just kinda use it as a parts car and sell the rest (I hate to do that).
