RED AND GREEN WIRES

Does anyone know what the red wire that is plugged in with fuse #1 and the green wire plugged in with fuse #12 does? I noticed lately, my 94 940T was running rough, and last night the cruise failed to come on, so I opened the access panel to the fuses, and it looks like someone has cut both of those wires OR they have spontaneously both broke at the same time. Besides me, the shop I've been going to for four years are the only people who have access to the car, so I'm assuming they've both just broke. Anyway, can I just strip some more insulation off and re-insert them? What do they do? Thankyou to anyone who can help me in advance,
