engine revs's during warm up 200 1983

To start the car I need to pump the gas a few times. If I take my foot off the gas it will stall. So I keep the gas pedal pushed down about a 1/4 way and the engine will cycle from a high rev to almost a stall then back up to a high rev. This will happen for about a minute then it will smooth out some what and no longer stall but idle rough. Driving on the road the car runs smooth.
Also last week the battery, parking brake and brake fail lights flicker on and off afters driving the car for about 20 minutes. I have brakes, the car always starts, rough at first, and drives nice on the road.
Any ideas?
