Loss of power 200 1985

My 245Ti seems to have lost its get up and go of late. I thought the turbo was on its way out again but I finally pulled off the intake hose to the turbo today and it spins freely and quietly and doesn't seem to have all that much play in the shaft unlike when I replaced it two years ago. What are the symptoms of a blocked catylitic converter? I thought I remembered having read something a few years back but a search on 'catylitic converters' didn't turn up anything useful. The reason I am thinking catylitic converter is that exhaust temperature seems to be really high. The flange where the turbo bolts to the exhaust manifold can be seen to be glowing any time I open the hood after dark even if the car has only been sitting idling.
