lighting 900 1991

The battery recently went dead on my 1991 wagon. I noticed when replacing the battery that the alt belt was loose, but also that when I turned the light switch to off with the ignition in the run position that the tail lights and license plate light stayed on, much like if the park lights were on, or the lights were on for night driving. In order to get the lights to go off I have to put the switch between the off and the middle position.

I took the switch apart and there does not seem to be anything wrong with it visually. I did not test it with any kind of electrical tester as I did not have an electrical diagram. Is there a relay somewhere that might have failed.

Any advice would be appreciated.
