RPMs randomly rev up 700

I recently acquired a 4spd/od 1986 740 Turbo sedan (my fist volvo) and have run into a problem the past couple of days. The car will rev up to 2500rpm and stick, like the accelerator in down (and no, i'm not pushing it)...trys to speed up to 2500rpm while driving and will rev at 2500 in neutral. Then as randomly has it happens it stops and acts normal. Any ideas what it could be?
