Rusty gas tank 120-130

The fuel filter keeps getting clogged with rusty sediment, I have to replace it almost once a week! I figured it would eventually clear out since the car had been sitting a lot before I bought it, but 2 months later it seems to be getting worse. I figure the tank must be rusting inside. Should I buy a new tank or get this one fixed/cleaned? Does anyone sell refurbished tanks? What's the best way to empty the tank before removal? I was going to pinch the fuel line with a vice grip and then cut it off. The last thing I want is gasoline spilling on me and all over the garage floor (that happened to me once with another car, I swear it took 5 years off my life). Any tips would be a great help.
