can't tighten P/S belt 700

i am finally getting back to putting everything back together. i am having trouble getting the power steering belt to tighten. i have it routed properly over the water pump and i double checked the part number for the correct belt. what bolts need to be loosened so that i can do this? i want see if this $25 buy was a bust or not
