Rebuilt Head Valve Adjust 200 1981

Greetings

I just had my cylinder head rebuilt from my B21F. So I assemble the cam onto the head and of course I have no valve clearance. So is it true that if I set up the valve clearances now, it is very unlikely I'll need to set them again anytime soon?

Does it make a difference if the head is torqued to the block as far as the measured valve clearance goes? I have the head on my bench and measuring the clearance now, even a .002" feeler won't slide.

Is IPD the best place to get a shim kit? I see they rent it with a deposit as well as the tool.

When I pulled the head I had a cracked #1 exhaust valve and warpage near #3 allowing coolant into the cylinder. All the exhaust valves were replaced and a full valve job with resurfacing was performed. I should have a radically different valve clearance now, right?
