Headlights 200

Hello Volvo people:

If got a '89 240DL sedan, great little machine.

My headlights will not operate. The parking lights and turn signals are all operating. The fuse is okay as the # 2 fuse has the horn and it is working.

Could it be a relay switch or sensor? I looked at the relay switch diagram and do not see a specific "headlamp" relay.

Does anyone have any suggestions on how to solve this problem?
