Wheel paint question... 200 1990

Hi all,
I would like to refinish my Corona rims. The paint's sorta peeling/bubbling. I would like to do this with the least expensive way.

What are my options here? Can I use off-the-shelf paint from Pepboys, AZ, etc?

I also noticed Wurth has a set of products; Etch primer, silver paint & clear coat. Do I need the etch primer or could I paint directly to metal with the silver paint?
