Matt is probably right in that they are turn signals. I think PVs started out with semaphores on the center pillar. Then they had the "cuckoo" on the roof, then the fixed lights on the center pillar, and then the lights on the fenders. Check www.pv-klubben for pictures. There is another PV site somewhere that has all the yearly changes, but I seem to have mislaid it for the time being.
