Pwr steering pump again? 200 1984

I had the stock pwr steering pump replaced with another pump from the second hand dealer but not reconditioned though. Had the shop recondition the rack for me as well. Steering was smooth for the first week but second week heavy steering was back again though not as bad as previously. Anything that my mechanic missed out? Could the "new" second hand pump be spoilt again? I read on the board that another flush needs to be done again after installing new parts. Is that necessary in this case? There is no loss of steering fluid. What next?
