My 'new' 1993 940 turbo using oil

I have had many volvos with the b23f engine but I have never had one use oil, except for a 1980 ( b21f?) that sat for four years. Never used a drop before it sat for so long. After that, I had to add oil occasionally.

I found this 1993 940 turbo on autotrader.com with 28000 original actual miles. The car is perfect in everyway.
Very little dryrot, no rust, etc. Obviously, if you do the math, it hasn't been driven much. Now for the part that makes me sick. Well, it is using oil@ around 1/2 a quart every 700-1000 miles. Unacceptable. Especially since I am running amsoil at around 6.50 a quart. It is not leaking a drop, nor is it smoking. At first, I thought it was my imagination (denial) , but now I have come to the realization that I have an oil burner.

Is it valve seals that can cause this? Why after not being driven much would an engine start to use oil? What can I do to fix it? I am just sick over this.
