Idle Speed and Stalling on the Wife 900 1993

I've been chasing a stalling condition that my wife always gets, but I never seem to get. Thanks for all your help so far. Here's where I'm at. Idle speed is a consistent 650 rpm +/- 25. Is this what it should be? I've looked through my green Volvo books and can't find any mention of the what the idle speed should be.

I've cleaned the throttle body and idle control valve, and followed the complete procedure to set the throttle stop screw gap, throttle position switch. Also tried to do the AC compensation, since the occasional stalling occurs with AC running. My vacuum gauge wasn't accurate enough, but I set the gap toward the tight end of the spec, figuring that will move the throttle plate earlier and trip the TPS. Off idle performance is greatly improved. So, my main question is, is 650 rpm at idle correct. If not where too next. Fuel pressure regulator, new idle air control valve? Any thoughts appreciated.
