Back to the dilemma of registering ... I presume the title is not under your name yet. If such, then what some have done as a workaround is to proceed with the transaction as a lein sale. It works under the presumption that you did some work on the car, the owner doesn't want to pay, and now you want to sell or keep it as payment to cover or offset your losses.

It used to be $50 plus new plates, but I dunno about nowadays, what with the Governor and all.
