Quick answer if poss - big washers on control arm missing ?? 700

Had a local mechanic do all the bushings in the front end. Just noted while under it that I do not see those large washers I ordered from FCP Groton.

Are there supposed to be big washers on the outside of the rear mounting flange that comes down from the frame - behind the outer bolt? What I saw when changing the oil filter was the bolt with the nut - pressing out what looks to be rubber. There is no washer that I can see.
