No air under acceleration '92 960 900 1992

I have only driven the car for about 6 months, starting in November, so the problem is only really rearing its head now, as temperatures climb over 90F here. The previous driver, my dad, also noticed this problem when he drove it though. Under hard, even medium, acceleration, as I pass through about 35mph and up the air just drops to nothing. I found this quote in the buying a used 960 FAQ: "Run the A/C fan on full, and accelerate hard. The vents must not stop working. If they do, you've got expensive work ahead." I was wondering what this work entailed. Volvo (dealership) says they can fix it, but won't really say what's wrong or what needs to be done.

Second, unrelated problem. The passenger front window seems to be jammed, it goes up and down about 1/2inch and then just stops. Luckily it is all the way up. I'm going to rip the door apart later today, but if anyone has any ideas of what probably failed or happened, I would love to hear them.
