Chattering fuel line and whinning fuel pump. 200

So there's a fuel delivery problem in my 91 245. The sending unit/exterior fuel pump whines like a dog and the lines have alot of vibration up to the intake manifold. New fuel filter didn't change the syptoms. I think that one of my pumps might be bad. However I am more determined to remove both pumps and clean the filters on them to see if it changes anything. I'd rather not spend the money on new pumps. But If one or the other pump should be suspect for my ills which one might it be, in-tank or exterior?
